1. Founding story: Share a story about the "Aha!" moment that led the founder(s) to get started or the story of how you saw the potential for this project to succeed.

Following RAMCC’s principles,this project was developed with a bottom-up approach,through which local governments became partners in its co-creation.Particularly,during the 2019 Annual Assembly of RAMCC Mayors,they established the main work areas,one of which was Reforestation.Taking this,and the national and international agendas,into account,RAMCC held the “National 2030 Forest Plan Conference" on May 2019, in General Alvear, Mendoza.There,mayors and representatives of municipalities drafted the Plan’s basis and aims,as well as concrete actions and mechanisms that allow for their territorialisation and materialisation.The results and inputs,as well as the commitment shown by the local governments,were the baseline of this ambitious Plan

2. The problem: What problem are you helping to solve?

Cities house 50%of global population and are both drivers and vulnerable to the impacts of climate change,an increasingly pressing threat.Their rapid growth leads to loss of ecosystems and surfaces’ impermeabilization,reducing the groundwater’s volume and increasing surface runoff,cause of erosion,floods and diffuse pollution.Runoff flows through inadequate means,damaging infrastructure.Impermeabilization aggravates urban heat island,causing a rise on energy consumption and thermal discomfort

3. Your solution: How are you working to solve this problem? Share your specific approach.

RAMCC works along with 210 municipalities,since local governments are central when facing climate change,as they represent the most accessible authority to the community and are in the best place to bridge the gap between higher levels of government,and the different sectors of society.This also allows for a larger geographical impact and a rich socioenvironmental diversity. Particulary,through the implementation of the Plan,the RAMCC cities commit to plant 1 tree for every 4 citizens,resulting in nearly 4M trees planted by 2030,and 72.090tCO2/year absorbed.Urban forests also have an indirect impact on mitigation, since they regulate cities’ temperature through shading and evapotranspiration,thus reducing the urban heat island effect and energy consumption.This also contributes to the communities’ resilience,reducing health risks related to heat waves.Another impact on climate change adaptation is related to the ability of urban forests to infiltrate water, softening the impacts of heavy rainfall.Besides, the Plan will allow for the creation of more than 255.000m2 of green spaces,increasing biodiversity across the country,as well as,improving the communities’ access to green areas

4. Innovation: How are you innovating or using unique approaches to solve the problem?

Innovating approaches: 1)Is the first network of cities in Latin America working on climate change and the first territorial coordinator of Global Covenant of Mayors in Argentina;2)It involves 210 local governments and works towards the territorialisation of agendas;3)As a network,it allows for economy of scale,involving all cities in the national and international financial flows;4)It established the first Argentinian trust fund conformed by municipalities and dedicated to climate action;5)It established the Corporate Carbon Footprint certification as an innovative public-private cooperation tool since it is calculated as the cities’ GHG inventories and 50% of the total billed is used to implement local climate measures

5. Collaboration: How does your initiative seek to bring key players together to preserve biodiversity?

The Plan engages:1)Local governments,from legislative and executive bodies,that ensure the long-term approach through public policies,to technical teams,that will implement and track the aims.RAMCC has a robust and consolidated mechanism of coordination with these actors;2)Citizens,since participatory process and ownership of the Plan are key for the long-term sustainability.In this sense,communities will be in charge of pilot plantations and education activities will be undertaken.RAMCC is also working with young climate leaders through ERASMUS+ and has run a course, along with the National University of Rosario,on climate change and citizen participation.Moreover,the Plan aims at strengthening garden centers,mainly those with an inclusive approach,which engage vulnerable sectors;3)Private sector,through the Corporate Carbon Footprint tool developed by RAMCC.50% of the total billed is used to implement local climate projects to compensate emissions,where forestation plays a key role.

6. Impact: how has your project made a difference so far — in terms of both business outputs and social impact? How do you plan on measuring progress?

Firstly, 92 representatives of the municipalities attended the 2019 RAMCC annual assembly of mayors, in which the mayors chose reforestation as one of the year’s guideline. As a result, 28 representatives attended the National 2030 Forest Plan Conference, where they set the main goals of the Plan. Moreover, in total, 213 both citizens and representatives of local governments were beneficiaries of training courses on reforestation. Lastly, RAMCC gathers projects to synergy efforts and enhace economy of scale. Particularly, in the Sustainable Energy and Climate Action Plans (SECAPs) already finished, there are 58 reforestation/afforestation projects of 29 cities. Moreover, 11 more SECAPs are being developed and will be finished by July 2020, adding more projects that will enhance the conservation of biodiversity.

7. Growth strategies: what are your main strategies for scaling your impact?

The Plan will be implemented by all cities joining RAMCC until 2030,so it is expected to be replicated as RAMCC grows.Moreover,the strategic alliances between RAMCC and national and international entities enhance global partnership,facilitating cooperation and exchange of knowledge,technology and financial resources to scale-up.In terms of financing,the RAMCC Trust also plays a key role,as it represents a tool for cities to have the support and transparency needed to give viability to investments that could not be channelled to an single municipality,allowing to synergize efforts.Lastly,the training courses to local governments will enable capacity building and ownership,and will result in public policies,which ensure continuity and growth

8. Creating shared value: How does your initiative create value for society? Or different stakeholders?

Local governments are on the frontline and are responsible for making climate policies a reality.RAMCC translates global agendas into local targets,resulting in equitable distribution of outcomes across territories and demographic groups.The Plan involves 210 cities working as a network and garden centres with inclusive approach.It will also include environmental education and promotion of native species to revalue natural heritage.Moreover,green areas represent key public goods with socioeconomic value,as they mitigate urban heat island,reducing energy consumption and improving thermal comfort;and enhance rainwater infiltration,reducing flood risks and preventing material and human losses.

9. Financial sustainability plan: can you tell us about your plan to fund your project and how that plan will be sustainable in the short, medium, and long term?

RAMCC in financed by municipal contributions and international cooperation,part of which is destined to the development and implementation of the Plan.The alliances between RAMCC and national and international entities facilitates cooperation and exchange of knowledge,technology and financial resources.Also,by working as a network and gathering similar projects,cities can enhance economy of scale.This has led to innovative tools,such as the Trust Fund.In fact, given the long periods of international funding,and the pressing need to face climate change,local governments are making deeper commitments.They have conformed and Extraordinary Fund of $10.000.000 to buy LED lightning.These mechanisms will be replicated in all RAMCC projects.
