Problem: What problem is this initiative trying to address?

OSAPER solves the following problems :
- famine to rural citizens
- Lack of seeds to small farmers because of poverty
- Unemployment
- undervalue of post harvest for small rural farmers

Solution Summary: What is the proposed solution? What do you see as its most promising aspects for creating shared value?

After experiencing the above said problems faced by rural population like; lack of alimentation security, famine , undervalue of postharvest of rural citizens, unemployment to the youth and women (where the results are: poverty, loneliness, lack of human values and lack of prosperity), we decided to create the organization called OSAPER that brought an innovative way to respond to the above challenges by creating a kind of cereals bank that saves and gives a loan of postharvest of cereals for rural small farmers and other rural poor population who are suffering from famine or who need seeds. When the loan is given, the debtor reimburse when he/she harvests. Not only that, but also OSAPER added value to the postharvest of cereals in local communities. It created employment by decentralization of cereals bank branches in local areas. We only deal with cereals not money.

Impact: What is the impact of the work to date? Specify both the social and the environmental impact of your work

As environmental impact, OSAPER only uses its innovated way to save (keep) the postharvest of cereals for long time. We don’t use chemical products to protect these cereals; as a result people and lands will not consume chemical products. OSAPER also solves the problem of unemployment and famine for rural population by giving loan of cereals and decentralization of cereals bank branches in the communities. People who haven’t food or small cereals farmers who don’t have seeds are allowed to ask for a loan of cereals to be reimbursed in case harvesting. OSAPER educates the population, the culture of saving for the future so that the rural population have the permanent security of food and get developed easily according to their primary source of capital which is agriculture.

Financial sustainability plan: How is this initiative financially supported? How will you ensure its financial sustainability long-term?

OSAPER is a sustainable organization because, it has a model of generating income. When we give a loan of cereals, there is a rate of cereals to be paid by the debtor when harvesting. Apart from this, OSAPER also charges some services given to stakeholders.

OSAPER has a new innovative method of saving and giving loan of cereals through bank transactions.

Founding story: Share a story about the "Aha!" moment that sparked the beginning of this initiative.

I, Wellars have experience of 8 years in financial institutions. I worked 11 years closely to the local communities in local administration and different rural development projects. After observing the problems that rural citizens face in regard to alimentation security after a short time of harvesting and a lot of number of unemployed graduates. I was passionate to solve them by founding OSAPER. It is impacting the population of Rwanda and DRC in Mumosho and Gasihe. OSAPER has a legal personality as a Non-profit organization. OSAPER has a permanent organization structure; there is general assembly, then administration council, auditors, conflict resolution committee, management team, heads of sectors, heads of cells and heads of villages.
