1. Founding story: Share a story about the "Aha!" moment that led the founder(s) to get started or the story of how you saw the potential for this to succeed

During 2018, Ril worked with other organizations in the construction of the self-diagnosis that aimed to know the state of things in financial inclusion at the local level and how municipalities manage the use of urban land. More than 40 experts were consulted in round tables to give validity to the results. The experience was successful and during 2019 the organizations continued working together collecting the answers from more than 100 local governments to be analyzed later. The next step was the preparation of the glossary, as well as technical talks by experts on the subject and the possibility of finding out how these difficulties are being dealt with in other municipalities in the country through the map of local solutions.

2. The problem: What problem surrounding employability or financial capability are you helping to solve?

The Local Innovation Network works with more than 150 local governments out of the 2300 that exist in Argentina. It knows the need of the mayors to bring their citizens tools that help them to develop themselves and financial skills to succeed in the future. Mayors need to be able to generate the competences to increase the financial capacity, that is to say, to provide their citizens with tools to improve their skills, attitudes to manage money.

3. Your Solution: How are you planning to solve this problem? Share your specific approach.

We currently have 16 self-diagnoses built with experts from a wide range of sectors (academia, private companies, public officials, third sector organizations) and shared with officials from all over the country through a web portal "municipal management portal" where officials can evaluate themselves and find out the status of their strategy. Ril also has a team of facilitators that works face to face with the government teams to monitor the programmes carried out in the territory. These facilitators can approach the municipality and are trained to follow the actions that arise from the application of the self-diagnosis and work on improvements. To start the survey, facilitators from all over the country will be called to collect data, provide training on how to use the portal and teach how to monitor progress. The improvement plan will be put together and responses will be prioritized in order to give more relevance to those actions that need to be resolved most urgently. After that there is a special training that will be carried out in a theoretical way through videos with specialists and technical documents and with interactive exchanges via conference platforms.

4. How are you innovating or using unique approaches to solving the problem?

It is a unique solution that allows to know the status of public policies and their implementation. It is a closed questionnaire with the actions that must be carried out to optimize the strategy where each question answered with a YES, is an experience to tell another municipality and each answer that the municipality answers with a NO, becomes an opportunity. The official who takes the questionnaire knows quickly the actions to be taken and the path to follow. It allows rapidly finding opportunities for improvement and consolidates itself as a guide that contains the steps that a local government must take into account to develop a comprehensive financial inclusion policy and provide the tools for the future of its citizens.

6. Financial capability: how is your organization or project creating innovative solutions that arm people with ability to optimize their current and future financial health

Its objective is to promote the development of financial capacities from a public policy perspective. Improve the skills essential to grow the businesses and operations of the future. Rapidly manage financial growth to generate long-term income and skills. The project shows mayors how to improve financial capabilities to help their citizens access finance. It shows both the control and the capacity to generate public policies for financial inclusion and health.training instances for officials working on financial management and recommendations for action. 6a. Please describe what aspect of financial capability your organization is focused on fostering and how you have measured / plan to measure progress.

Ril works with municipalities to strengthen their management capacity. We have been generating useful tools to improve processes, to professionalize governments, to design innovative public policies and to measure the impact of these policies, emphasizing a better quality of life for citizens. To measure progress, the self-diagnosis has a score and each question must be answered with a yes/no which translates into a 0/1 which will then give the final number.The key is to make a quarterly measurement and advance in that score until the complete strategy is obtained by 100%.

7. Marketplace: Who else is addressing the same problem? How does the proposed project differ from these approaches?

Our work is different from the initiatives proposed through network.changemakers because it concentrates the tasks to strengthen the development of skills for the future focusing on financial inclusion and financial skills from the perspective of local government, although we are convinced of the collaborative work is better so we invited other actors to join us.

8. Impact: How has your project made a difference so far?

Since the construction of the index is a collaborative task and different actors were sit at the table to validate it, the work involves different partners. The initial application or test is done through officials who are members of the network. We choose the ones that have an active policy and are focus on financial inclusion. We are planing to abroad the nearly 60 officials that takes part of the virtual community of the Treasury to get the second round of survey, after that the tool Is open to everybody that wants to answered it. Then, the total number of municipalities in the random sample will be reached to provide a general overview. The pilot test was very good and has had great receptivity among officials, which leads us to believe that the tool is useful and the necessary survey

9. Financial Sustainability Plan. Can you tell us about you plan to fund your project and how that plan will be sustainable in the short, medium, and long term?

In the short term we are looking for funds to pay for the initial survey and the assembly of the courses, the training and also the recommendations. We asking for help with sustainability to take the tool to the municipalities. Later, and after making the first measurements, the municipalities will be able to access the online measurement and the costs will be only for the maintenance of the platform, so the fixed costs are not high.

10. Team
